I found with higher excavation goals, the production was too overkill and actually harmed production by being over 1.8e308. Secondly, there are some sub-optimal picks on purpose: FC2 instead of GB3 and UNN:DW instead of UNN:MK. There's a current bug where it appears unselectable and isn't imported by templates, but the intended behaviour is that it should be selectable by mercs.
